Urging the United Nations to put in place broad United Nations Security 
             Council authority to help the people of Iraq.

Mrs. Tauscher submitted the following concurrent resolution; which was 
          referred to the Committee on International Relations

                         CONCURRENT RESOLUTION


 
Urging the United Nations to put in place broad United Nations Security 
             Council authority to help the people of Iraq.

Whereas the United States is currently leading an international effort to remove 
        the threat of Iraq's weapons of mass destruction, which are banned by 17 
        United Nations Security Council resolutions, including Security Council 
        Resolution 1441 (November 8, 2002);
Whereas on September 12, 2002, President George W. Bush committed the United 
        States to ``work with the United Nations Security Council to meet our 
        common challenge'' posed by Iraq and stated that a peaceful Iraq ``could 
        open the prospect of the United Nations helping to build a government 
        that represents all Iraqis--a government based on respect for human 
        rights, economic liberty, and internationally supervised elections'';
Whereas the challenges posed by administering post-war Iraq will be significant 
        and include providing and distributing humanitarian aid, demobilizing 
        and disarming Iraqi forces, disposing of Iraq's weapons of mass 
        destruction, addressing possible war crimes committed by senior members 
        of the Iraqi leadership, restoring the operations of the United Nations-
        supervised ``Oil-for-Food'' program, managing Iraq's national resources, 
        and lifting international sanctions on Iraq;
Whereas efforts to rebuild Iraq will be lengthy, costly, and will require 
        working with our partners in the region as well as members of the 
        international community;
Whereas the United Nations has considerable experience in assisting in the 
        transition of countries emerging from conflict, such as Bosnia, Kosovo, 
        East Timor and Namibia;
Whereas the United Nations has a number of administrative mechanisms that might 
        play a role in post-war Iraq, such as the United Nations Trusteeship 
        Council, established under article 75 of the United Nations Charter, and 
        which has managed the transition to independence and democracy of a 
        number of territories; and
Whereas Secretary of State Colin Powell has stated his interest in putting ``in 
        place broad [United Nations] Security Council authority to help the 
        people of Iraq'': Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That the President should instruct the Permanent Representative of the 
United States to the United Nations to use the voice and vote of the 
United States to urge the United Nations to put in place broad United 
Nations Security Council authority to help the people of Iraq.
