                             April 3, 2003

 Mr. Hoekstra submitted the following concurrent resolution; which was 
             referred to the Committee on Government Reform

                         CONCURRENT RESOLUTION


 
 Supporting the goals and ideals of a National Safety in Numbers Month.

Whereas first responders around the Nation recognize the importance of easily 
        readable and highly visible address numbers in eliminating extra time 
        spent finding an emergency destination;
Whereas each year needless loss of lives and property occurs because emergency 
        personnel are slowed down as a result of poorly-marked address numbers;
Whereas address numbers should be plainly visible from road traffic lanes in 
        either direction of approach;
Whereas in an emergency a well-marked address may be the difference between 
        life-saving emergency response and tragedy;
Whereas the designation of April as Safety in Numbers Month by the former 
        Governor of Michigan, John Engler, was successful in raising awareness 
        of this important issue in Michigan;
Whereas the public awareness campaign Safety in Numbers was started as a grass 
        roots movement by a volunteer fire fighter in Cadillac, Michigan, 5 
        years ago;
Whereas this public awareness campaign has gained enthusiastic support from law 
        enforcement, emergency service personnel, fire fighters, health care 
        professionals, local and State governments, private businesses, and 
        media from around the Nation; and
Whereas United States congressional recognition of a National Safety in Numbers 
        Month for the month of April would help to educate the people of the 
        United States on the importance of ensuring that their street address is 
        clearly marked: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That the Congress supports the goals and ideals of a National Safety in 
Numbers Month.
