  Slaughter) submitted the following concurrent resolution; which was 
            referred to the Committee on Energy and Commerce

                         CONCURRENT RESOLUTION


 
 Expressing the sense of Congress that the proposed recommendations of 
 the National Public Health Initiative on Diabetes and Women's Health 
   should be funded and implemented by the appropriate agencies and 
                             organizations.

Whereas diabetes is the fastest-growing major disease in the United States, 
        increasing by 61 percent from 1990 through 2001;
Whereas diabetes can result in serious, deadly complications and reduces life 
        expectancy by 15 years;
Whereas diabetes costs the United States over $132 billion annually;
Whereas 1 million new cases of diabetes are diagnosed each year;
Whereas more than half of all diabetes cases, an estimated 9.1 million cases, 
        occur among women;
Whereas women with diabetes are at significantly higher risk of heart disease 
        than women without diabetes;
Whereas women with diabetes who are diagnosed with heart disease have lower 
        survival rates than men with diabetes who are diagnosed with heart 
        disease;
Whereas the death rate for women aged 25 to 44 with diabetes is more than 3 
        times the rate for those without diabetes;
Whereas type 2 diabetes is being diagnosed more frequently among youth of all 
        racial and ethnic groups and is more commonly diagnosed in girls than 
        boys;
Whereas eating disorders are higher among young women with type 1 diabetes than 
        among young women in the general population;
Whereas women from communities of color are the demographic group most affected 
        by type 2 diabetes;
Whereas women with gestational diabetes have a 20 to 50 percent chance of 
        developing type 2 diabetes in the next 5 to 10 years; and
Whereas women face increasing risk of diabetes and its complications because of 
        certain social and economic trends including a growing number of women 
        facing poverty, weight issues and obesity, unemployment, limited 
        opportunities for physical activity, lack of health insurance, and 
        limited access to health care: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of Congress that the proposed recommendations of 
the National Public Health Initiative on Diabetes and Women's Health 
should be funded and implemented by the appropriate agencies and 
organizations.
