 Supporting the efforts to establish a moderate and tolerant political 
 system in Afghanistan that is protective of the rights and dignity of 
                            all communities.

 Mr. Rohrabacher submitted the following concurrent resolution; which 
        was referred to the Committee on International Relations

                         CONCURRENT RESOLUTION


 
 Supporting the efforts to establish a moderate and tolerant political 
 system in Afghanistan that is protective of the rights and dignity of 
                            all communities.

Whereas Afghanistan is comprised of diverse ethnic and religious communities;
Whereas these diverse communities have suffered decades of oppression, Communist 
        rule, civil war, and extremist and terrorist rule under the Taliban and 
        al-Qaeda;
Whereas past centralized governmental systems in Afghanistan failed to protect 
        the rights and dignity of all communities;
Whereas the greatest priority facing Afghanistan is the establishment of trust 
        and goodwill between the diverse communities throughout the country;
Whereas the most effective way to build trust is through a genuine political 
        dialogue based on equality between diverse communities rather than by 
        domination of one community by another;
Whereas Afghanistan has begun to discuss the drafting of its future constitution 
        and the political compromises that must be effectuated to ensure a 
        peaceful future for the country and all its communities;
Whereas all regions and groups will have to cooperate to defeat the remnants of 
        the Taliban and those pursuing the production of opium;
Whereas the Federal political system of the United States has provided it with a 
        rich history of political experience in facilitating communication and 
        cooperation between diverse communities and regions;
Whereas the American experience with federalism has created political space for 
        the expression of diverse political points of view;
Whereas federalism is a moderate and tolerant system of government; and
Whereas the practice of moderation and tolerance are the most effective ways to 
        prevent the return of extremism and fanaticism to Afghanistan: Now, 
        therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That Congress supports the efforts to establish a moderate and tolerant 
political system in Afghanistan that is protective of the rights and 
dignity of all communities and which allows for the election of local, 
regional, and national leaders representative of all communities.
