                      Our People March and Rally.

                    IN THE HOUSE OF REPRESENTATIVES

                           September 16, 2003

   Mr. Davis of Illinois (for himself and Mr. Shimkus) submitted the 
following concurrent resolution; which was referred to the Committee on 
                          Energy and Commerce

                         CONCURRENT RESOLUTION


 
 Honoring the commitment of the individuals participating in the Free 
                      Our People March and Rally.

Whereas on September 4, 2003, 154 individuals with disabilities from across the 
        Nation, many using wheelchairs and other mobility aids, began the Free 
        Our People March at the Liberty Bell in Philadelphia, to be joined by an 
        additional 55 individuals in Baltimore;
Whereas on September 17, 2003, the Free Our People March will reach Washington, 
        D.C., where an expected 20,000 supporters will greet and join the 
        marchers for a rally on Capitol Hill;
Whereas the goal of the Free Our People March is to call for Medicaid reform and 
        full implementation of the Supreme Court's Olmstead decision;
Whereas ADAPT, a national grassroots disability rights group, organized the Free 
        Our People March; and
Whereas the Free Our People March coincides with the 20th anniversary of the 
        first ADAPT action: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring), 
That the Congress--
            (1) honors the 200 activists marching from Philadelphia to 
        Washington, D.C., in the Free Our People March and the 20,000 
        supporters of the marchers for actively participating in change 
        in Medicaid to more effectively meet the needs of people with 
        disabilities;
            (2) commends ADAPT for the group's dedication, hard work, 
        outreach, and organization in bringing people together for 20 
        years to work for equal opportunity and rights for individuals 
        with disabilities; and
            (3) commends the non-profit organizations and churches that 
        have assisted in the Free Our People March by providing food 
        and shelter.
