104th Congress, 1st Session - - - - - - - - - - - - - House Document 104-38 MAKING AVAILABLE EMERGENCY APPROPRIATIONS __________ COMMUNICATION from THE PRESIDENT OF THE UNITED STATES transmitting HIS REQUEST TO MAKE AVAILABLE EMERGENCY APPROPRIATIONS TOTALING $145,000,000 IN BUDGET AUTHORITY FOR THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND THE DEPARTMENT OF COMMERCE, AND TO DESIGNATE THESE AMOUNTS AS EMERGENCY REQUIREMENTS PURSUANT TO SECTION 251(b)(2)(D)(i) OF THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985, AS AMENDED, PURSUANT TO 31 U.S.C. 1107 <GRAPHIC NOT AVAILABLE IN TIFF FORMAT> February 21, 1995.--Referred to the Committee on Appropriations and ordered to be printed The White House, Washington, DC, February 17, 1995. The Speaker of the House of Representatives. Sir: In accordance with provisions of P.L. 103-327, the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1995, and P.L. 103-317, the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1995, I hereby make available appropriations totaling $145,000,000 in budget authority for the Department of Housing and Urban Development and the Department of Commerce. These funds will be used to assist communities in recovering from the flooding and associated damage caused by Tropical Storm Alberto and will be available immediately. I designate the amounts made available as emergency requirements pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. The details of this action are set forth in the enclosed letter from the Director of the Office of Management and Budget. I concur with her comments and observations. Sincerely, William J. Clinton.
