The Speaker of the House of Representatives.
Sir: I ask Congress to consider the enclosed request for an
emergency FY 1998 supplemental appropriation of $1,632.2
million for disaster relief activities of the Federal Emergency
Management Agency (FEMA). Accompanying this request is an FY
1999 budget amendment that reduces my pending FY 1999 request
for FEMA by the same amount.
The FY 1998 supplemental is being requested as a contingent
appropriation which would be available upon my submittal of a
subsequent budget request to the Congress and designating the
entire amount requested as an emergency requirement.
The details of these requests are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.
