    Sir: In accordance with provisions of Public Law 105-277, 
the Omnibus Consolidated and Emergency Supplemental 
Appropriations Act, 1999, I hereby request the following:

Department of Defense
    <bullet> Operation and Maintenance, Drug Interdiction and 
Counter-Drug Activities, Defense: $42,000,000
Department of Justice
    <bullet> Drug Enforcement Administration, Salaries and 
Expenses: $10,200,000
    <bullet> Immigration and Naturalization Service, Salaries 
and Expenses: $10,000,000
Department of State
    <bullet> Other, International Narcotics Control: 
$232,600,000
Department of Transportation
    <bullet> Coast Guard, Acquisition, Construction, and 
Improvements: $117,400,000
    <bullet> Coast Guard, Operating Expenses: $16,300,000
Department of the Treasury
    <bullet> Departmental Offices, Salaries and Expenses: 
$1,500,000
    <bullet> United States Customs Service, Salaries and 
Expenses: $106,300,000
    <bullet> United States Customs Service, Customs Facilities, 
Construction, Improvements and Related Expenses: $7,000,000
    <bullet> United States Customs Service, Operation and 
Maintenance, Air and Marine Interdiction Programs: $162,700,000
Executive Office of the President
    <bullet> Office of National Drug Control Policy, Salaries 
and Expenses: $1,200,000
Federal Drug Control Programs
    <bullet> Federal Drug Control Programs, Special Forfeiture 
Fund: $2,000,000
    This funding, totalling $732.2 million will support anti-
drug activities and drug interdiction.
    I hereby designate all of the above requests as emergency 
requirements pursuant to section 251(b)(2)(A) of the Balanced 
Budget and Emergency Deficit Control Act of 1985, as amended.
    The details of these actions are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with his comments and observations.

    Submitted for your consideration are requests to make 
available $732.2 million in previously appropriated emergency 
funds for the Departments of Agriculture, Defense, Justice, 
State, Transportation, and the Treasury; the Executive Office 
of the President; and, Federal Drug Control Programs.
    Public Law 105-277, the Omnibus Consolidated and Emergency 
Supplemental Appropriations Act, 1999, provided a total of 
$732.2 million in emergency supplemental funding for counter-
drug and narcotics interdiction efforts. The availability of 
these funds was made contingent upon the President submitting a 
budget request to the Congress and designating the entire 
amount requested as an emergency requirement.
    I recommend that you designate the amounts totalling the 
entire $732.2 million provided, listed on the enclosure, as 
emergency requirements in accordance with section 251(b)(2)(A) 
of the Balanced Budget and Emergency Deficit Control Act of 
1985, as amended. No further congressional action will be 
required.
    The release of these emergency funds will support anti-
activities and drug interdiction, primarily for Coast Guard, 
Customs Service, Defense Department, and State Department 
programs. This additional funding will help stem the flow of 
cocaine and heroin originating in Colombia and Peru.
    I have carefully reviewed these proposals and am satisfied 
that they are necessary at this time. Therefore, I join the 
heads of the affected Departments and agencies in recommending 
that you make the requested funds available by signing the 
enclosed letter to the Speaker of the House of Representatives.
