The Speaker of the House of Representatives.
    Sir: In accordance with provisions of H.R. 4328, the 
Omnibus Consolidated and Emergency Supplemental Appropriations 
Act, 1999, I hereby make available appropriations of 
$100,000,000 in budget authority for the Department of 
Transportation's Federal Aviation Administration.
    I designate the amount made available as an emergency 
requirement pursuant to section 251(b)(2)(A) of the Balanced 
Budget and Emergency Deficit Control Act of 1985, as amended.
    The details of this action are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with his comments and observations.

The White House.
    Submitted for your consideration is a request to make 
available $100 million in emergency appropriations for the 
Department of Transportation.
    H.R. 4328, the Omnibus Consolidated and Emergency 
Supplemental Appropriations Act, 1999, provided $100 million to 
the Federal Aviation Administration contingent upon the 
President submitting a budget request to the Congress and 
designating the entire amount requested as an emergency 
requirement. This request would make the entire $100 million 
available for expenses associated with the acquisition and 
installation of bulk and trace explosives detection systems and 
other advanced security equipment at U.S. airports.
    I recommend that you designate this request as an emergency 
funding requirement in accordance with section 251(b)(2)(A) of 
the Balanced Budget and Emergency Deficit Control Act of 1985, 
as amended. No further congressional action will be required.
    I have carefully reviewed this proposal and am satisfied 
that it is necessary at this time. Therefore, I join the 
Secretary of Transportation in recommending that you make the 
requested funds available by signing the enclosed letter to the 
Speaker of the House of Representatives.

                            by the President

Department of Transportation:
    Federal Aviation Administration: Facilities and 
      equipment (Airport and airway trust fund).........    $100,000,000

    H.R. 4328, the Omnibus Consolidated and Emergency 
Supplemental Appropriations Act, 1999, provided $100 million to 
the Federal Aviation Administration contingent upon the 
President submitting a budget request to the Congress and 
designating the entire amount requested as an emergency 
requirement.
    At this time, the entire $100 million in contingent funding 
is required for expenses associated with the acquisition and 
installation of bulk and trace explosives detection systems and 
other advanced security equipment at U.S. airports.
