DAKOTA, SOUTH DAKOTA, AND MINNESOTA, AND TO DESIGNATE THE AMOUNTS MADE
AVAILABLE AS AN EMERGENCY REQUIREMENT PURSUANT TO SECTION
251(b)(2)(D)(i) OF THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL
ACT OF 1985, AS AMENDED, PURSUANT TO 31 U.S.C. 1107

The Speaker of the House of Representatives.
Sir: I ask Congress to consider expeditiously the enclosed
request for an FY 1997 supplemental appropriation to provide
for additional emergency expenses arising from the consequences
of the devastating flooding in North Dakota, South Dakota, and
Minnesota. The $300 million that I am requesting today is in
addition to the emergency funding for recent natural disasters
that I requested earlier and is necessitated by needs that are
continuing to emerge.
I hereby designate the following request for FY 1997
supplemental appropriations as emergency funding pursuant to
section 251(b)(2)(D)(i) of the Balanced Budget and Emergency
Deficit Control Act of 1985, as amended:
Department of Housing and Urban Development, Community
Planning and Development, Community Development Block Grants
Fund, $100,000,000.
The details of this request are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.
