The Speaker of the House of Representatives.
Sir: In accordance with provisions of Public Law 104-208,
the Omnibus Consolidated Appropriations Act of 1997, I hereby
make available appropriations totaling $8,605,000 in budget
authority for the Forest Service of the Department of
Agriculture. These funds--provided to two accounts: $3,395,000
for the National Forest System and $5,210,000 for
Reconstruction and Construction--will be used to repair damage
from Hurricanes, Fran and Hortense.
I designate the amount made available as an emergency
requirement pursuant to section 251(b)(2)(D)(i) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
In addition, I ask the Congress to consider expeditiously
the enclosed FY 1997 supplemental request to make available to
the Department of Energy for activities associated with tritium
remediation $19,700,000 in funds previously provided for the
Superconducting Super Collider.
This transmittal also contains two FY 1998 Budget
amendments. These amendments would reduce the Department of
Transportation's Maritime Security Program by $1,600,000 and
provide $1,600,000 to the John F. Kennedy Assassination Records
Review Board.
The details of these actions are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.
