Dear Mr. Speaker: In furtherance of the provisions of
Public Law 107-38, the Emergency Supplemental Appropriations
Act for Recovery from and Response to Terrorist Attacks on the
United States, FY 2001, today I am notifying the Congress of my
intent to reallocate funds previously transferred from the
Emergency Response Fund to the Department of Defense. This
reallocation reflects revised requirements in light of changing
security needs in the wake of the terrorist attacks of
September 11, 2001.
As provided in Public Law 107-38, $33 million will be made
available 15 days from the date of this transmittal for
continued deployment of the National Guard at our Nation's
airports through the end of March.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration is a request to revise the
allocation of certain funds provided in P.L. 107-38, the
Emergency Supplemental Appropriations Act for Recovery from and
Response to Terrorist Attacks on the United States, FY 2001.
This request would reallocate funds originally transferred from
the Emergency Response Fund (ERF) to the Department of Defense
(DoD) on November 9th; these funds were originally subject to
the 15-day congressional review period.
To date, you have transferred $228 million from ERF to DoD
for the National Guard to provide security at our Nation's
airports. At this time, an additional $33 million is necessary
to sustain this mission. Specifically, this request would
reallocate $30 million from DoD family support programs and $3
million from DoD logistics support programs to the National
Guard to provide airport security through March 28th.
Consistent with the original proposal, these funds will be
available 15 days after the transmittal of this request.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I join the
Secretary of Defense in recommending your approval of the
requested reallocation.
