  compensation (DIC) payable to a surviving spouse of a member of the 
   Armed Forces who dies on active duty or as a result of a service-

     bill; which was referred to the Committee on Veterans' Affairs

                                 A BILL


 
 To amend title 38, United States Code, to provide for an increase of 
    $250 per month in the rate of monthly dependency and indemnity 
  compensation (DIC) payable to a surviving spouse of a member of the 
   Armed Forces who dies on active duty or as a result of a service-
connected disability in any case in which there are dependent children.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. INCREASE IN RATE OF MONTHLY DEPENDENCY AND INDEMNITY 
              COMPENSATION PAYABLE TO A SURVIVING SPOUSE WHEN THERE ARE 
              DEPENDENT CHILDREN.

    (a) Increase in DIC.--Section 1311(b) of title 38, United States 
Code, is amended by inserting ``$250, plus'' after ``shall be increased 
by''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
take effect with respect to payments of dependency and indemnity 
compensation under section 1311 of title 38, United States Code, for 
the first month beginning on or after the date of the enactment of this 
Act
