                    For the relief of Chong Ho Kwak.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. NATURALIZATION FOR CHONG HO KWAK.

    (a) In General.--By reason the inability of Chong Ho Kwak to 
understand the oath of allegiance required under section 337(a) of the 
Immigration and Nationality Act, because of his physical disability, 
notwithstanding such section or any other provision of such Act, the 
Attorney General shall naturalize Chong Ho Kwak, residing at 7 East 
Dulles Drive, Camp Hill, Pennsylvania, as a citizen of the United 
States, without his being administered the oath of allegiance pursuant 
to such section, not later than 5 days after the date of the enactment 
of this Act.
    (b) Effective Date.--This Act shall take effect on the date of the 
enactment of this Act and shall apply regardless of whether the 
application for naturalization filed by Chong Ho Kwak before the date 
of the enactment of this Act has been finally denied by the Attorney 
General as of such date.
