    Mr. Carson of Oklahoma introduced the following bill; which was 
referred to the Committee on Government Reform, and in addition to the 
Committees on Energy and Commerce, Resources, and Science, for a period 
    to be subsequently determined by the Speaker, in each case for 
consideration of such provisions as fall within the jurisdiction of the 
                          committee concerned

  To provide for reduction of the Federal budget deficit by reducing 
                     wasteful government spending.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ELIMINATION OF UNITED STATES TRAVEL AND TOURISM PROMOTION 
              ADVISORY BOARD.

    (a) In General.--The United States Travel and Tourism Promotion 
Advisory Board is abolished.
    (b) Conforming Amendment.--Section 210 of title II of Division B of 
Public Law 108-7 is repealed.

SEC. 2. ELIMINATION OF THE COUNCIL ON ENVIRONMENTAL QUALITY.

    (a) In General.--The Council on Environmental Quality is abolished.
    (b) Conforming Amendment.--The National Environmental Quality Act 
of 1969 is amended by striking sections 202, 203, 204, 205, 206, 207, 
and 208 (42 U.S.C. 4342-4346b).

SEC. 3. ELIMINATION OF THE ADVANCED TECHNOLOGY PROGRAM.

    (a) In General.--The Advanced Technology Program of the National 
Institute of Standards and Technology is abolished.
    (b) Conforming Amendment.--Section 28 of the Act of March 3, 1901 
(15 U.S.C. 278n; as added by Public Law 100-418) is repealed.

SEC. 4. LIMITATION ON NUMBER OF POLITICAL APPOINTEES.

    (a) Definition.--For purposes of this section, the term ``political 
appointee'' means an individual who--
            (1) is employed in a position listed in sections 5312 
        through 5316 of title 5, United States Code (relating to the 
        Executive Schedule);
            (2) is a limited term appointee, limited emergency 
        appointee, or noncareer appointee in the Senior Executive 
        Service (as defined in section 3132(a) of title 5, United 
        States Code); or
            (3) is employed in a position in the executive branch of 
        the Government under schedule C of subpart C of part 213 of 
        title 5 of the Code of Federal Regulations.
    (b) Limitation.--The President shall take such actions as may be 
necessary to ensure that the total number of political appointees in 
the executive branch of the Government shall not, at any time after 
September 30, 2004, exceed 2,000.
