To amend title 38, United States Code, to provide for the Government to 
 pay for the cost of premiums for Servicemembers Group Life Insurance 
                  for the first $100,000 of coverage.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Raheen Tyson Heighter Life Insurance 
for America's Troops Act''.

SEC. 2. PAYMENT FOR PREMIUMS FOR FIRST $100,000 OF SERVICEMEMBERS GROUP 
              LIFE INSURANCE.

    (a) Government Payment.--Section 1969 of title 38, United States 
Code, is amended--
            (1) in subsection (a)(1), by inserting ``for any amount in 
        excess of $100,000'' after ``under such policy'';
            (2) in subsection (a)(2), by inserting ``attributable to 
        any amount of insurance in excess of $100,000'' in the second 
        sentence after ``of any individual'';
            (3) in subsection (a)(3), by inserting ``for any amount in 
        excess of $100,000'' after ``under such policy''; and
            (4) in subsection (b)--
                    (A) by inserting ``the first $100,000 in insurance 
                of coverage plus'' in the first sentence after 
                ``traceable to''; and
                    (B) by inserting ``with respect to the extra hazard 
                of duty'' in the second sentence after ``such cost''.
    (b) Effective Date.--The amendments made by subsection (a) shall 
take effect with respect to premiums payable for any period beginning 
after the end of the 90-day period beginning on the date of the 
enactment of this Act.
