                                 A BILL


 
 To prohibit the Office of Federal Detention Trustee from constructing 
  Federal detention centers and to prohibit the Department of Justice 
 from siting a detention center or Federal prison in Maryland, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITION ON THE SITING OF CERTAIN DETENTION CENTERS AND 
              PRISONS.

    (a) Federal Detention Centers.--The Office of Federal Detention 
Trustee in the Department of Justice may not expend any funds for the 
construction of, or the solicitation of construction proposals for, any 
Federal detention center.
    (b) Centers and Prisons in Maryland.--The Attorney General of the 
United States is prohibited from constructing or acquiring any property 
or facilities in the State of Maryland to be used as a detention center 
or Federal prison.
