   following bill; which was referred to the Committee on Veterans'

                                 A BILL


 
  To amend title 38, United States Code, to authorize the payment of 
  dependency and indemnity compensation to the surviving spouses and 
 children of certain veterans with a service-connected disability that 
 was continuously rated totally disabling for a period of one or more 
                   years immediately preceding death.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Veterans' Families Protection Act of 
2000''.

SEC. 2. DEPENDENCY AND INDEMNITY COMPENSATION FOR SURVIVING SPOUSES AND 
              CHILDREN OF CERTAIN VETERANS WITH A SERVICE-CONNECTED 
              DISABILITY THAT WAS CONTINUOUSLY RATED TOTALLY DISABLING 
              FOR A PERIOD OF ONE OR MORE YEARS IMMEDIATELY PRECEDING 
              DEATH.

    Subsection (b) of section 1318 of title 38, United States Code, is 
amended by striking ``rated totally disabling if--'' and all that 
follows through the end of the subsection and inserting ``that was 
continuously rated totally disabling for a period of one or more years 
immediately preceding death.''.
