                                 A BILL


 
    To authorize investor-owned electric utilities in California to 
      purchase electric power directly from the Bonneville Power 
       Administration at specified rates, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Electricity Consumer Relief Act of 
2000''.

SEC. 2. PURCHASE OF ELECTRIC POWER FROM BPA.

    The Federal Energy Regulatory Commission shall issue such orders as 
may be necessary to permit investor-owed electric utilities selling 
electric power at retail in the State of California that have divested 
their generation capacity assets, as mandated by the State of 
California, to purchase electric power directly from the Bonneville 
Power Administration at the average rates that wholesale electric power 
was sold by the Bonneville Power Administration to purchasers in the 
State of California during June, July, and August of 1999. Such orders 
shall remain in effect until December 31, 2002.
