A BILL
To amend the Public Health Service Act to provide for a National Living
Organ Donor Registry.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Organ Donor Enhancement Act''.
SEC. 2. ESTABLISHMENT OF PROGRAM FOR LIVING ORGAN DONOR REGISTRY.
Part H of title III of the Public Health Service Act (42 U.S.C. 273
et seq.) is amended by inserting after section 372 the following
section:
``living organ donor registry
``Sec. 372A. (a) In General.--The Secretary shall by contract
establish and maintain a National Living Organ Donor Registry (referred
to in this section as the `Donor Registry') for the purpose of
increasing the number of transplants for recipients suitably matched to
biologically unrelated individuals who are willing to be living donors
of organs.
``(b) Administration of Registry.--The Donor Registry shall be
under the general supervision of the Secretary, and under the direction
of a board of directors that includes representatives of patients,
living organ donors, recipients of living organ donations, transplant
centers, and such other individuals as the Secretary determines to be
appropriate.
``(c) Functions.--The Registry shall--
``(1) establish a system for finding living organ donors
suitably matched to unrelated recipients for organ
transplantation;
``(2) carry out a program for the recruitment of living
organ donors;
``(3) carry out informational and educational activities;
``(4) annually update information to account for changes in
the status of individuals as potential living organ donors;
``(5) provide for a system of patient advocacy, and provide
case management services for patients; and
``(6) provide for a system of donor advocacy (separate from
the system for patient advocacy), and provide case management
services for living organ donors and for potential such donors
to whom the Donor Registry has provided a notice that the
potential donor may be suitably matched to a particular
patient.
``(d) Authorization of Appropriations.--For the purpose of carrying
out this section, there are authorized to be appropriated such sums as
may be necessary for each of the fiscal years 2001 through 2005.''.
