To provide for the opposition of the United States to the provision of
any resources or assistance by the International Monetary Fund to the
Palestinian Authority until the Secretary of State certifies that
Israel and the Palestinian Authority have signed an agreement on
borders and security arrangements for Israel and a Palestinian state.

A BILL
To provide for the opposition of the United States to the provision of
any resources or assistance by the International Monetary Fund to the
Palestinian Authority until the Secretary of State certifies that
Israel and the Palestinian Authority have signed an agreement on
borders and security arrangements for Israel and a Palestinian state.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. OPPOSITION OF THE UNITED STATES TO THE PROVISION OF ANY
RESOURCES OR ASSISTANCE BY THE INTERNATIONAL MONETARY
FUND TO THE PALESTINIAN AUTHORITY UNTIL ISRAEL AND THE
PALESTINIAN AUTHORITY AGREE ON BORDERS AND SECURITY
ARRANGEMENTS.
The Bretton Woods Agreements Act (22 U.S.C. 286-286nn) is amended
by adding at the end the following:
``SEC. 63. OPPOSITION OF THE UNITED STATES TO THE PROVISION OF ANY
RESOURCES OR ASSISTANCE BY THE INTERNATIONAL MONETARY
FUND TO THE PALESTINIAN AUTHORITY UNTIL ISRAEL AND THE
PALESTINIAN AUTHORITY AGREE ON BORDERS AND SECURITY
ARRANGEMENTS.
``The Secretary of the Treasury shall instruct the United States
Executive Director at the Fund to use the voice, vote, and influence of
the United States to oppose the provision of any resources or
assistance by the Fund to the Palestinian Authority, until the
Secretary of State certifies to the Congress that Israel and the
Palestinian Authority have signed an agreement on borders and security
arrangements for Israel and a Palestinian state.''.
