             For the relief of Michael and Julie Schindler.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PRIVATE RELIEF.

    The Secretary of the Treasury shall pay, from any funds in the 
Treasury not otherwise appropriated, the sum of $1,500,000 to Michael 
and Julie Schindler of St. Bernard, Ohio, as compensation for the 
wrongful death of their son, Airman Basic Micha J. Schindler, on 
September 12, 1999, during a military training activity.

SEC. 2. LIMITATION ON ATTORNEYS FEES.

    The representative of an individual may not receive, for services 
rendered in connection with a claim under section 1, more than 10 
percent of the amount appropriated under that section. Whoever violates 
this section shall be fined not more than $5,000.
