A BILL
For the relief of Sarabeth M. Davis, Robert S. Borders, Victor Maron,
Irving Berke, and Adele E. Conrad.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. COMPENSATION FOR DAMAGES CAUSED BY STUDY.
(a) In General.--The Secretary of the Treasury shall pay, out of
any money in the Treasury not otherwise appropriated, $______________
jointly to the persons named in subsection (b) for damages sustained by
such persons in connection with the air installation compatible use
zone study conducted by the Secretary of the Army with respect to Los
Alamitos Army Airfield under part 256 of title 32, Code of Federal
Regulations.
(b) Persons To Receive Compensation.--The Secretary of the Treasury
shall compensate the following persons under subsection (a):
(1) Sarabeth M. Davis of Clinton, Washington.
(2) Robert S. Borders of Newport Beach, California.
(3) Victor Maron of Long Beach, California.
(4) Irving Berke of Long Beach, California.
(5) Adele E. Conrad of Cypress, California.
SEC. 2. SATISFACTION OF CLAIMS AGAINST THE UNITED STATES.
Payment under section 1 shall constitute full settlement of all
legal and equitable claims by the persons referred to in section 1(b)
against the United States for the damages described in section 1(a).
SEC. 3. LIMITATION ON ATTORNEY AND AGENT FEES.
(a) In General.--Not more than 10 percent of the payment made under
section 1 may be paid to or received by an agent or attorney as
consideration for a service rendered in connection with this Act.
(b) Enforceability of Contract.--Each contract that violates
subsection (a) shall be unenforceable.
(c) Criminal Penalty.--Each violation of subsection (a) shall be a
misdemeanor punishable by a fine of not more than $1,000.
