 Mr. Barton of Texas introduced the following bill; which was referred 
to the Committee on Armed Services, and in addition to the Committee on 
  Transportation and Infrastructure, for a period to be subsequently 
   determined by the Speaker, in each case for consideration of such 
 provisions as fall within the jurisdiction of the committee concerned

To temporarily exempt from restrictions on carriage in coastwise trade 
    the transport of petroleum and petroleum products between ports 
                      designated by the President.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EXEMPTION FROM RESTRICTIONS ON CARRIAGE IN COASTWISE TRADE 
              FOR TRANSPORT OF PETROLEUM BETWEEN CERTAIN PORTS.

    Section 27 of the Merchant Marine Act, 1920 (46 App. U.S.C. 883) 
and sections 12104(2) and 12106(b) of title 46, United States Code, 
shall not apply during the 90-day period beginning on the date of the 
enactment of this Act to transport by water of any petroleum or 
petroleum product between any 2 ports in the United States designated 
by the President for purposes of this section.
