To limit the use of eminent domain under the Natural Gas Act to acquire 
                     certain State-owned property.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. AMENDMENT.

    Section 7(h) of the Natural Gas Act (15 U.S.C. 717f(h)) is amended 
by adding at the end the following: ``Property may not be acquired 
under this subsection if the property owner is a State and the property 
is reserved for the purpose of preserving open space, unless the State 
has agreed to the application of this subsection to the property.''.
