 To declare the policy of the United States with respect to deployment 
                 of a National Missile Defense System.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Security Against Nuclear Enemies Act 
of 2000''.

SEC. 2. NATIONAL MISSILE DEFENSE POLICY.

    The Secretary of Defense shall direct the Director of the Ballistic 
Missile Defense Organization to design and deploy a land-based and sea-
based National Missile Defense system capable of defending the national 
territory of the United States against ballistic missile attack as soon 
as technologically possible.
