                                 A BILL


 
  To require the Federal Energy Regulatory Commission to establish a 
   temporary bid cap on electric power sold at wholesale in New York 
                                 State.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``New York Electricity Price Spike 
Relief Act''.

SEC. 2. TEMPORARY BID CAP ON NEW YORK POWER SALES.

    The Federal Energy Regulatory Commission shall, immediately after 
the enactment of this Act, issue an order establishing a temporary bid 
cap of $250 per MWh for wholesale power sales to the New York 
Independent System Operator. Such order shall remain in effect for a 
period of 6 months after the date of issuance.
