       To suspend temporarily the duty on tantalum capacitor ink.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TANTALUM CAPACITOR INK.

    (a) In General.--Subchapter II of chapter 99 of the Harmonized 
Tariff Schedule of the United States is amended by inserting in 
numerical sequence the following new heading:
      

``    9902.34.10    Tantalum          Free              No change         No change         On or before 12/

                     Graphite Ink                                                                              .
                     P7300 of 85%
                     butyl acetate,
                     8% graphite,
                     and the
                     remaining
                     balance of non-
                     hazardous
                     resins; and
                     Graphite Paste
                     P5900 of 92-96%
                     water, 1-3%
                     graphite (CAS
                     No. 7782-42-5),
                     0.5-2% ammonia
                     (CAS No. 7664-
                     41-7), and <1%
                     acrylic resin
                     (CAS No. 9003-
                     32-1) (provided
                     for in
                     subheading
                     3207.30.00)....

    (b) Effective Date.--The amendment made by subsection (a) applies 
with respect to goods entered, or withdrawn from warehouse for 
consumption, on or after the 15th day after the date of the enactment 
of this Act.
