  To authorize funding for certain housing assistance to increase the 
                  availability of affordable housing.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Affordable Housing Assistance Act of 
2000''.

SEC. 2. FUNDING SHELTER PLUS CARE THROUGH SECTION 8 RENTAL ASSISTANCE.

    Section 463 of Public Law 100-77 (42 U.S.C. 11403h) is amended to 
read as follows:

``SEC. 463. FUNDING.

    ``(a) In General.--For fiscal year 2001 and fiscal years 
thereafter, assistance under this subtitle shall be funded only by 
using amounts appropriated for section 8 of the United States Housing 
Act of 1937 (42 U.S.C. 1437f).
    ``(b) Authorization of Appropriations.--In addition to any amounts 
otherwise made available for assistance under section 8 of the United 
States Housing Act of 1937 (42 U.S.C. 1437f), there is authorized to be 
appropriated $40,000,000 for fiscal year 2001 for providing assistance 
under this subtitle.''.

SEC. 3. AUTHORIZATION OF APPROPRIATIONS FOR SECTION 8 VOUCHER 
              ASSISTANCE.

    In addition to any amounts otherwise made available for assistance 
under section 8 of the United States Housing Act of 1937 (42 U.S.C. 
1437f) (including any amounts appropriated for assistance under the 
shelter plus care program under subtitle F of Public Law 100-77 (42 
U.S.C. 11403 et seq.) and any amounts appropriated pursuant to section 
558 of the Quality Housing and Work Responsibility Act of 1998 (Public 
Law 105-276; 112 Stat. 2614)), there is authorized to be appropriated 
$14,200,000,000 for fiscal year 2001 for incremental voucher assistance 
under such section 8.

SEC. 4. AUTHORIZATION OF APPROPRIATIONS FOR COMMUNITY DEVELOPMENT BLOCK 
              GRANT ASSISTANCE.

    The last sentence of section 103 of the Housing and Community 
Development Act of 1974 (42 U.S.C. 5303) is amended to read as follows: 
``For purposes of assistance under section 106, there is authorized to 
be appropriated $5,000,000,000 for fiscal year 2001.''.
