 To permit the Asphalt Commander to be placed under a foreign registry.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TRANSFER TO FOREIGN REGISTRY PERMITTED.

    Notwithstanding any other law or agreement with the United States 
Government, the Asphalt Commander, United States Official Number 
663105, may be transferred to or placed under a foreign registry or 
sold to a person that is not a citizen of the United States and 
transferred to or placed under a foreign registry.
