Resolved, That upon the adoption of this resolution it shall be in order to
consider in the House the bill (H.R. 4) to declare it to be the policy of the
United States to deploy a national missile defense. The bill shall be considered
as read for amendment. The previous question shall be considered as ordered on
the bill to final passage without intervening motion except: (1) two hours of
debate equally divided and controlled by the chairman and ranking minority
member of the Committee on Armed Services; and (2) one motion to recommit.
Sec. 2. Upon receipt of a message from the Senate transmitting H.R. 4 with
Senate amendments thereto, it shall be in order to consider in the House a
motion offered by the chairman of the Committee on Armed Services or his
designee that the House disagree to the Senate amendments and request or agree
to a conference with the Senate thereon.
