Mr. Stark submitted the following resolution; which was referred to the
Committee on Education and the Workforce

RESOLUTION
Supporting the goals and ideas and commending the organizers of
``Children's Memorial Day''.
Whereas it is the responsibility of adults to safeguard our children, and,
through advocacy, education, and legislation, to ensure that our
children have a full opportunity to become healthy and productive
adults;
Whereas throughout America, tragic acts of violence against children occur with
increasing frequency, destroying innocent lives and devastating families
and communities;
Whereas the people of America have lost too many children in violent,
preventable deaths, through gun violence, fire, automobile accidents,
physical abuse and neglect, and suicide;
Whereas the people of America believe in diversity and hope for the future
through our children, and deplore and condemn acts of violence committed
upon the children of our communities;
Whereas in memory of children who have passed away, and to prompt the actions
necessary to safeguard the welfare of children in our Nation, the
Alameda County Board of Supervisors in California and the Child Welfare
League of America, as well as numerous State governments and child
advocacy groups, have designated the 4th Friday in April as ``Children's
Memorial Day''; and
Whereas a Children's Memorial Flag will be flown in numerous State capitals and
other locations on the 4th Friday in April in remembrance of those whose
young lives were cut short by senseless violence: Now, therefore, be it
Resolved, That the House of Representatives--
(1) supports the goals and ideas of the ``Children's
Memorial Day''; and
(2) commends--
(A) the Alameda County Board of Supervisors for its
efforts to improve the lives of children in Alameda
County, California; and
(B) the Child Welfare League of America for its
efforts to prevent violence against children throughout
America.
