                               RESOLUTION


 
Honoring the life and faithful service of former Congressman Lucien E. 
                       Blackwell of Pennsylvania.

Whereas on January 24, 2002, former Congressman Lucien E. Blackwell of 
        Pennsylvania passed away;
Whereas Blackwell was a decorated veteran of the Korean War, where he served in 
        the 25th Infantry Division, United States Army;
Whereas Blackwell served as president of Local 1332 of International 
        Longshoremen's Association from 1973-1991;
Whereas Blackwell was a member of both the Pennsylvania State House of 
        Representatives and the Philadelphia City Council, where he served for 
        17 years and was elected Majority Leader;
Whereas, during his tenure in City Council, Blackwell earned a well deserved 
        reputation for constituent service and was such a legendary fighter for 
        the disadvantaged, that constituents would line up down the long hall 
        way outside his office to seek his aid;
Whereas Blackwell was elected to the House of Representatives in 1991, where he 
        again served with distinction; and
Whereas Blackwell was a fiery proponent of the rights of workers, as well as a 
        lay leader of his church and a devoutly spiritual man: Now, therefore, 
        be it
    Resolved, That the House of Representatives honors the life and 
faithful service of former Congressman Lucien E. Blackwell of 
Pennsylvania, and extends its condolences to his wife and family.
