                 In the House of Representatives, U.S.,

                                                          May 22, 2003.
    Resolved, That the requirement of clause 6(a) of rule XIII for a two-thirds 
vote to consider a report from the Committee on Rules on the same day it is 
presented to the House is waived with respect to any resolution reported on the 
legislative day of May 22, 2003, providing for consideration or disposition of 
the bill (H.R. 2) to provide for reconciliation pursuant to section 201 of the 
concurrent resolution on the budget for fiscal year 2004, any amendment thereto, 
any conference report thereon, or any amendment reported in disagreement from a 
conference thereon.
