  Expressing the sense of the House of Representatives that a postage 
stamp should be issued honoring William Holmes McGuffey, author of the 
                           McGuffey Readers.

                    IN THE HOUSE OF REPRESENTATIVES

                           September 29, 1999

Mr. Traficant submitted the following resolution; which was referred to 
                   the Committee on Government Reform

                               RESOLUTION


 
  Expressing the sense of the House of Representatives that a postage 
stamp should be issued honoring William Holmes McGuffey, author of the 
                           McGuffey Readers.

Whereas William Holmes McGuffey, born in Youngstown, Ohio, was the author of the 
        most influential schoolbooks in our Nation's history, the McGuffey 
        Readers;
Whereas using McGuffey's First Eclectic Reader, a child learned the alphabet, 
        simple rhymes and stories, spelling, practical knowledge, and moral 
        lessons;
Whereas among the lessons the McGuffey Eclectic Readers taught were citizenship, 
        character, conservation, and literacy;
Whereas the influence of the McGuffey Eclectic Readers in forming the minds of 
        19th century Americans is well-recognized;
Whereas since the McGuffey Reader was first published in 1836, more than 122 
        million copies are estimated to have been sold; and
Whereas the year 2000 will mark the 200th anniversary of the birth of William 
        Holmes McGuffey: Now, therefore, be it
    Resolved, That it is the sense of the House of Representatives 
that--
            (1) the United States Postal Service should issue a postage 
        stamp honoring William Holmes McGuffey, author of the McGuffey 
        Readers; and
            (2) the Citizens' Stamp Advisory Committee should recommend 
        to the Postmaster General that such a stamp be issued.
