national championship in college football and Coach Phillip Fulmer for 
                  being honored as Coach of the Year.

                    IN THE HOUSE OF REPRESENTATIVES

                            February 2, 1999

Mr. Clement (for himself, Mr. Duncan, Mr. Ford, Mr. Tanner, Mr. Bryant, 
  Mr. Gordon, Mr. Hilleary, Mr. Wamp, and Mr. Jenkins) submitted the 
following resolution; which was referred to the Committee on Education 
                           and the Workforce

                               RESOLUTION


 
  Congratulating the Tennessee Volunteers for winning the undisputed 
national championship in college football and Coach Phillip Fulmer for 
                  being honored as Coach of the Year.

Whereas on Monday, January 4, 1999, the University of Tennessee completed a 
        perfect 13-0 season by recording a 23-16 victory over Florida State in 
        the Fiesta Bowl;
Whereas after the game the Volunteers, who had entered the game ranked first in 
        the nation by each of the two major polls in college football, was named 
        the national champion by both polls, each by unanimous vote;
Whereas the college football national championship is the first such title for 
        the University of Tennessee since 1951; and
Whereas after the season Phillip Fulmer, the head coach of the Volunteers, was 
        honored as the Coach of the Year in Division I college football: Now, 
        therefore, be it
    Resolved, That the House of Representatives congratulates--
            (1) the Tennessee Volunteers for winning the undisputed 
        national championship in college football; and
            (2) Coach Phillip Fulmer for being honored as Coach of the 
        Year.
