Resolved, That upon the adoption of this resolution it shall be in order to
consider in the House the resolution (H. Res. 581) expressing the sense of the
House of Representatives regarding rates of compensation for civilian employees
and members of the uniformed services of the United States. The resolution shall
be considered as read for amendment. The previous question shall be considered
as ordered on the resolution and preamble to final adoption without intervening
motion except: (1) one hour of debate equally divided and controlled by the
chairman and ranking minority member of the Committee on Government Reform; and
(2) one motion to recommit which may not contain instructions.
