    The Smithsonian Institution is an independent trust instrumentality 
created in accordance with the terms of the will of James Smithson of 
England who in 1826 bequeathed his property to the United States of 
America ``to found at Washington under the name of the Smithsonian 
Institution an establishment for the increase and diffusion of knowledge 
among men.'' Congress pledged the faith of the United States to carry 
out the trust in 1836 (Act of July 1, 1836, C. 252, 5 Stat. 64), and 
established the Institution in its present form in 1846 (August 10, 
1846, C. 178, 9 Stat. 102), entrusting the management of the institution 
to its independent Board of Regents.
