 Rockefeller, Mr. Smith, Mr. Bingaman, and Mrs. Boxer) introduced the 
 following bill; which was read twice and referred to the Committee on 
                             Armed Services

                                 A BILL


 
  To amend title 32, United States Code, to rename the National Guard 
  Challenge Program and to increase the maximum Federal share of the 
  costs of State programs under that program, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. RENAMING OF NATIONAL GUARD CHALLENGE PROGRAM.

    (a) Renaming.--The text of section 509 of title 32, United States 
Code, is amended by striking ``National Guard Challenge Program'' each 
place it appears and inserting ``National Guard Youth Challenge 
Program''.
    (b) Conforming and Clerical Amendments.--(1) The heading of such 
section is amended to read as follows:
``Sec. 509. National Guard Youth Challenge Program of opportunities for 
              civilian youth''.
    (2) The table of sections at the beginning of chapter 5 of such 
title is amended by striking the item relating to section 509 and 
inserting the following new item:

``509. National Guard Youth Challenge Program of opportunities for 
                            civilian youth.''.

SEC. 2. INCREASE IN MAXIMUM FEDERAL SHARE OF COST OF STATE PROGRAMS 
              UNDER NATIONAL GUARD YOUTH CHALLENGE PROGRAM.

    Section 509(d) of title 32, United States Code, is amended by 
striking paragraphs (1), (2), (3), and (4), and inserting the following 
new paragraphs:
            ``(1) for fiscal year 2004, 60 percent of the costs of 
        operating the State program during that year;
            ``(2) for fiscal year 2005, 65 percent of the costs of 
        operating the State program during that year;
            ``(3) for fiscal year 2006, 70 percent of the costs of 
        operating the State program during that year; and
            ``(4) for fiscal year 2007 and each subsequent fiscal year, 
        75 percent of the costs of operating the State program during 
        such year.''.

SEC. 3. AUTHORIZATION OF APPROPRIATIONS FOR NATIONAL GUARD YOUTH 
              CHALLENGE PROGRAM.

    There is authorized to be appropriated to the Department of Defense 
for fiscal year 2005, $82,593,200 for the National Guard Youth 
Challenge Program under section 509 of title 32, United States Code (as 
amended by this Act).
