    To amend the National and Community Service Act of 1990 and the 
Domestic Volunteer Service Act of 1973 to extend the authorizations of 
 appropriations for the programs carried out under such Acts, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

<DELETED>SEC. 103. SCHOOL-BASED AND COMMUNITY-BASED SERVICE-LEARNING

<DELETED>    (a) Reference to Elementary and Secondary Education Act of 
1965.--Section 115A(b) (42 U.S.C. 12528(b)) is amended by striking 
``consultation, withholding, notice, and judicial review requirements 
in accordance with paragraphs (3) and (4)'' and all that follows and 
inserting ``the requirements of section 14506 of the Elementary and 
Secondary Education Act of 1965 (20 U.S.C. 8896).''.</DELETED>
<DELETED>    (b) Inclusion of Indian Tribes as Qualified 
Organizations.--Section 117(3) (42 U.S.C. 12541(3)) is amended by 
inserting before the period ``, or an Indian tribe''.</DELETED>
<DELETED>    (c) Higher Education Innovative Programs for Community 
Service.--Section 119(e) (42 U.S.C. 12561(e)) is amended--</DELETED>
        <DELETED>    (1) by striking paragraph (2);</DELETED>
        <DELETED>    (2) by striking ``(1) In general.--'';</DELETED>
        <DELETED>    (3) by redesignating subparagraphs (A) through (G) 
        as paragraphs (1) through (7), respectively, and aligning the 
        margins of those paragraphs with the margins of paragraph (2) 
        of subsection (d) of such section;</DELETED>
        <DELETED>    (4) by redesignating clauses (i) through (iii) as 
        subparagraphs (A) through (C), respectively, of paragraph (4) 
        and aligning the margins of those subparagraphs with the 
        margins of subparagraph (B) of subsection (d)(2) of such

Section 121 (42 U.S.C. 12571) is amended--</DELETED>

        <DELETED>    (2) by redesignating subsections (c) through (e) 
        as subsections (b) through (d), respectively;</DELETED>
        <DELETED>    (3) in subsection (b) (as redesignated in 
        paragraph (2)), by striking ``subsections (a) and (b)'' and 
        inserting ``subsection (a)'';</DELETED>
        <DELETED>    (4) in subsection (c) (as redesignated in 
        paragraph (2))--</DELETED>
                <DELETED>    (A) in paragraph (1), by striking ``or 
                (b)''; and</DELETED>
                <DELETED>    (B) in paragraph (2)(A), by striking ``or 
                (b)''; and</DELETED>
        <DELETED>    (5) by adding at the end the following:</DELETED>
<DELETED>    ``(e) Cost of Participants.--</DELETED>
        <DELETED>    ``(1) Limit.--The Corporation share of the 
        aggregate cost of national service positions approved under the 
        national service laws may not exceed the product of--</DELETED>
                <DELETED>    ``(A) the number of such positions; 
                and</DELETED>
                <DELETED>    ``(B) the amount determined under 
                paragraph (2).</DELETED>
        <DELETED>    ``(2) Amount per participant.--</DELETED>
                <DELETED>    ``(A) Fiscal year 1999.--For fiscal year 
                1999, the amount referred to in paragraph (1)(B) shall 
                be $15,000.</DELETED>
                <DELETED>    ``(B) Fiscal years 2000 through 2005.--For 
                each of fiscal years 2000 through 2005, the amount 
                referred to in paragraph (1)(B) shall be the amount 
                determined under this paragraph for the preceding 
                fiscal year, adjusted to reflect the percentage 
                increase in the Consumer Price Index for All Urban 
                Consumers published by the Secretary of Labor, 
                occurring in the 1-year period immediately preceding 
                the date the adjustment is made.</DELETED>
        <DELETED>    ``(3) Cost.--For purposes of paragraph (1), the 
        cost of an approved national service position shall be the 
        average budgeted cost per individual enrolled in an approved 
        national service position, including the administrative and 
        support cost attributable to the individual.''.</DELETED>
<DELETED>    (b) Technical Amendment to Provision on Eligibility of 
Programs.--Section 122(a) (42 U.S.C. 12572(a)) is amended by striking 
``and each Federal agency receiving assistance under section 
121(b)''.</DELETED>
<DELETED>    (c) Technical Amendment to Provision on Eligibility of 
Positions.--Section 123 (42 U.S.C. 12573) is amended--</DELETED>
        <DELETED>    (1) in paragraph (1), by striking ``subsection (a) 
        or (b) of section 121'' and inserting ``section 121(a)''; 
        and</DELETED>
        <DELETED>    (2) in paragraph (2)(A), by striking ``an 
        institution of higher education, or a Federal agency'' and 
        inserting ``or an institution of higher education''.</DELETED>
<DELETED>    (d) Technical Amendment to Special Assistance Provision.--
Section 126(c)(3) (42 U.S.C. 12576(c)(3)) is amended by striking 
``section 121(e)'' and inserting ``section 121(d)''.</DELETED>
<DELETED>    (e) Provision of Assistance and Positions.--Section 129 
(42 U.S.C. 12581) is amended--</DELETED>
        <DELETED>    (1) in subsection (a)--</DELETED>
                <DELETED>    (A) in paragraph (1)--</DELETED>
                        <DELETED>    (i) by striking ``Of the funds'' 
                        and all that follows through ``the Corporation 
                        shall'' and inserting the following:</DELETED>
                <DELETED>    ``(A) In general.--Of the funds allocated 
                by the Corporation for provision of assistance under 
                section 121(a) for a fiscal year, the Corporation 
                may''; and</DELETED>
                        <DELETED>    (ii) by adding at the end the 
                        following:</DELETED>
                <DELETED>    ``(B) Minimum state grants.--
                Notwithstanding subparagraph (A), no State described in 
                subparagraph (A) shall receive a grant under 
                subparagraph (A) for a fiscal year in an amount less 
                than $500,000.'';</DELETED>
                <DELETED>    (B) in paragraph (2)--</DELETED>
                        <DELETED>    (i) by striking ``provision of 
                        assistance under subsections (a) and (b) of 
                        section 121'' and inserting ``provision of 
                        assistance under section 121(a)'';
