Mr. Torricelli introduced the following bill; which was read twice and
referred to the Committee on Environment and Public Works

A BILL
To assure that recreation and other economic benefits are accorded the
same weight as hurricane and storm damage reduction benefits as well as
environmental restoration benefits.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``National Beach Enhancement Act''.
SEC. 2. GIVING RECREATIONAL BENEFITS THE SAME STATUS AS OTHER BEACH
RESTORATION BENEFITS.
(a) Subsection (e)(2)(B)(i) of the 1st section of the Act entitled
``An Act authorizing Federal participation in the cost of protecting
the shores of publicly owned property.'' approved August 13, 1946 (33
U.S.C. 426e; 110 Stat. 3698-3699) is amended by adding at the end the
following: ``In making such recommendations, the Secretary shall
develop and implement procedures which treat economic benefits,
hurricane and storm damage reduction, and environmental restoration
benefits equally.''.
(b) As used in the Act, the term ``economic benefits'' includes the
usage of the beach for recreation as well as revenues derived by
businesses and government entities from such usage.
SEC. 3. FEDERAL SHARE.
Section 103(c) of the Water Resources Development Act of 1986 (100
Stat. 4085) is amended by adding the following at the end: ``This
proposition shall not apply to those shore protection projects
described in section 2 of this Act.''.
