                                 A BILL


 
  To amend section 527 of the Internal Revenue Code of 1986 to exempt 
  State and local political committees from required notification of 
                          section 527 status.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EXEMPTION OF STATE AND LOCAL POLITICAL COMMITTEES FROM 
              CERTAIN REPORTING REQUIREMENTS.

    (a) In General.--Section 527(i)(5) of the Internal Revenue Code of 
1986 (as added by section 1 of Public Law 106-230) is amended by 
striking ``or'' at the end of subparagraph (A), by striking the period 
at the end of subparagraph (B) and inserting ``, or'', and by adding at 
the end the following:
                    ``(C) any State or local committee of a political 
                party or political committee of a State or local 
                candidate.''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
take effect as if included in section 1 of Public Law 106-230.
