Mr. Brownback (for himself, Mr. Grams, Mr. Smith of New Hampshire, Mr. 
Ashcroft, Mr. Inhofe, Mr. Kyl, Mr. Allard, Mr. Helms, Mr. Sessions, Mr. 
   Abraham, Mr. Nickles, Mr. Santorum, and Mr. Hagel) introduced the 
 following bill; which was read twice and referred jointly pursuant to 
   the order of August 4, 1977, to the Committees on the Budget and 
Governmental Affairs, with instructions that if one committee reports, 
     the other committee has thirty days to report or be discharged

                                 A BILL


 
To provide for offsetting tax cuts whenever there is an elimination of 
                   a discretionary spending program.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Economic Growth and Government 
Efficiency Act of 1999''.

SEC. 2. PROGRAM ELIMINATION EQUALS TAX CUT.

    Section 252 of the Balanced Budget and Emergency Deficit Control 
Act of 1985 (2 U.S.C. 902) is amended by adding at the end the 
following:
    ``(f) Effect of Program Elimination.--
            ``(1) Estimate.--OMB shall for any program funded by 
        discretionary appropriations that is repealed by law in the 
        fiscal year preceding the budget year determine--
                    ``(A) the amount appropriated for the program in 
                last fiscal year the program was funded; and
                    ``(B) based on the amount determined under 
                subparagraph (A) the dollar equivalent of that amount 
                adjusted for inflation in fiscal years beginning with 
                the budget year through fiscal year 2002.
            ``(2) Inclusion in scorecard.--OMB shall include the 
        amounts determined pursuant to paragraph (1)(B) as a deficit 
        decreases for each of the corresponding fiscal years under this 
        part in the estimates and reports required by section 254 
        unless such amounts are offset by legislation enacted in 
        compliance with paragraph (3).
            ``(3) Use of adjustment.--Amounts not to exceed the amounts 
        of deficit decrease determined under paragraph (2) may only be 
        offset by legislation decreasing revenues under this section.
            ``(4) Discretionary caps.--OMB shall reduce the 
        discretionary caps by amounts equal to the amounts included as 
        deficit decreases under paragraph (2).''.

SEC. 3. CONGRESSIONAL BUDGET PROCESS.

    Section 314 of the Congressional Budget Act of 1974 is amended by 
adding at the end the following:
    ``(f) Program Elimination.--Revenue decreases offset as provided in 
section 252(f)(3) of the Balanced Budget and Emergency Deficit Control 
Act of 1985 shall not be treated as increasing the deficit for purposes 
of this Act.''.
