Authorizing expenditures for consultants by the Committee on Rules and 
                            Administration.

    Resolved, That section 16(b) of Senate Resolution 54, 105th 
Congress, agreed to February 13, 1997, is amended by striking 
``$300,000'' and inserting ``$400,000''.
